is there a way to increase the graphics card usage?
i have gta iv and its my first game on pc i have played it said that the min requirements was like 1.5gb ram 1.89 ghz proccessor and 256mb graphic memory or usage w.e but i have a 5gb ram 2.63 ghz proessor and about a 1gb graphics card but the game really lags like it changes frame every 5 seconds

First off GTA 4 was never intended for PCs it's strictly a console game and there for was ported to PC and very badly
To play the game at any kind of decency you need at least a quad core processor and a mid-range video card with at least 1GB

Are you sure the processor it needs is single core and not dual? perhaps you have a single and it needs a dual...
The memory on the graphics card isn't too important, what's more important is the actual card. make sure your card's benchmarks meet or pass the requirement card's benchmarks: http://www.videocardbenchmark.net/
