why are liverpool in the 2nd round of the carling cup?

Last year Liverpool came 6th and therefore will not be in Europe. They can therefore start the Carling Cup earlier.

Only teams who have a place in europe get to start in the third round. This includes last years top 4, Tottenham, Birmingham(won carling cup) and Stoke(reached FA cup final).
