chances are that the reason you cannot remove it is because its running

what you need to do is stop the running process, you can use task manager to find the process and stop it, then you may be able to remove it by deletion..

in order to do that though you will need to know which process is causing it so a little research on the internet would be good, if you look at your processes and type each processes name one by one into google you will find that most processes are listed somewhere and usually they mention what its for.

find panda;s process, and stop it..

also make sure panda is not in your startup entry's as this will stop it too, for that here are some instructions http://kb.wisc.edu/helpdesk/page.php?id=1688

If you start in safe mode option ( F8 ) and use Ccleaner ( http://www.filehippo.com/download_ccleaner/ ) to remove it. Then just delete the folder or whatever files remain: it worked for me.
