Generally speaking, what are the rules regarding Internet lotteries?

A cousin of mine is trying to promote his writing-work online by giving away a $25 giftcard. Obviously, this isn't exactly big money, but how much trouble would he get in if the govt were to investigate him?

    They are illegal. If he is doing something like buy a book and get a chance to win a gift card then he must add a way that you can enter without buying a book.

    Sorry, not enough details. This does not look like a lottery to me. But it might be?

    Does the gift card have any face value? In the UK, there MUST be winners, and they MUST be paid.

    A private lottery is permitted if the total winnings are less then £ 500. 00.

    Neither you or your cousin, nor any family members, may take part; or win.

    Discount cards are not lotteries! And face value cards, provided that they are redeemed at face value, are not lotteries. Otherwise, if not redeemed at full face value, this would be fraud.

    Redeemed = paid out in full.
