how do I calibrate my speedometer on my 98 dodge dakota?

it seems to be way slow..

    taller than factory tires will cause lower reading speedometer

    you don't. Your speedo is electronic and receives a digital signal from the vehicle speed sensor. Either the sensor is bad or the speedo is bad. If you determine it's a bad speedo, find a speedometer rebuilding service to rebuild yours (instead of buying a junk yard speedo).
