2000 bonneville 3.8 the over flow tank?

the tank stays on just below the full cold mark. no matter how hot the engine is it never gets up to the full hot mark. any thoughts --- thanks

    add some coolant

    change the radiator cap. when it gets hot then the cap is,nt releasing and letting the anti-freeze spill out into the reservoir.
