Why do dragonflies "dip" their tails in water?

They do it singly and also "in tandem" when they are engaged in mating(?)

    They were most likely laying eggs fast , since dragonflies lay their eggs in water, and they have a ovipositor at the end of their "tail" , they are probably laying eggs.
