Do you think that "free" grant money for college students should be better regulated (no refund checks)?

Why do some college students get grants to attend college for free and then receive a check for thousands of dollars to do whatever they want with? This money does not have to be paid back. I am curious as to why the government allows some students to receive up to a few thousand dollars more than what they need for college each semester and then deny other students any help at all because the government is "out of grant money"?

Don't get me wrong, I think grant money is a great way to help people attend college, but I feel this money should be better regulated. Just think of how many additional people could attend college if this leftover money went to another student in need. I think each student should only be allowed to receive enough money each semester to cover tuition, books and supplies. If any student has left over money, it should remain in the student's school account and be applied to the next semester.

Sure it would cost the government money to monitor how much money each student is to receive, but the money the government would save by not overpaying each student should more than cover this cost.

When I mentioned this around someone that got these grants, they went off on me and said that they are entitled to what is left over because it is "their" money. Actually, it is the taxpayer's money. I go to work 5 days a week and work my butt off so that I can pay for someone else to go to school. I don't mind helping someone get an education, but you are already getting to attend college for free, what more do you want? Yes, the student will often use the the leftover grant money for food, rent, a car, etc., but if I want a roof over my head, food on the table and transportation, then I go to work and earn a paycheck.

In no way am I saying that people fortunate enough to receive grant money are not deserving. I feel that it needs to be better regulated so that more people can have the opportunity for a better future. Why should Suzie get her tuition paid for AND a few thousand dollars in spending money while Johnny gets absolutely nothing?

@Vampire: You said it very well about the middle class. You make too much to qualify for assistance but do not always make enough to pay for school on top of all the necessary bills. I was denied for every loan I had applied for. Plus, since I lived at home and held down a part-time job, there was no reason why I could not afford to pay my own way. Since I did not have a loan, the school required me to pay each semester's tuition upfront in full or I would be dropped from my classes! It was hard, but through a lot of hard work, sacrifice and taking a few years off to save money, I was able to graduate debt free with no help from the government! I had to do it the hard way, but I have been told that I will appreciate it more in the long run because I had to work for it.

@Thumbs: You made an excellent point about the refund money being scholarships/loans. This is very true. I know that grant money is often NOT enough to cover each semester's tuition and books at expensive universities so many students are getting loans to cover the rest and cashing them out at the end of the semester. The students will have to pay these loans back. However, this question brought on a debate at a community college I had visited in the past. Full-time tuition at this particular college plus books cost an average of about $1,500 per semester. The amount in grants exceeded this amount and the students get it EVERY semester without having to take out any loans. A few of the students commented that they go to school only because they get a thousand dollars or more each semester in spending money that they don't have to pay back! This is what I feel needs to be regulated. Sorry if the question was misleading, I was referring to when grant money alone exceeds the cost

    NO, I don't agree.....after my tuition and college fees it will leave me with a total of 570......that needs to cover books for 4 semesters! That isn't even enough!!! Usually when people get a refund for 1000 + they also have scolarships/loans.... a pell grant only gives so much.

    they should just pool all grant and scholarship money and give all schools an even amount, so college over all is cheaper :D for everyone!!! i feel the pain of work n this. it's retarded. my mom and i could use that money. i just recently got a fed work study at my school, and my mom (single parent) helps me out with school/books(about $750), thing is we are lower middle class gap. you know that gap of 30-40k a year making WITH OVERTIME, and u make too much to get help, yet not enough to afford such things. lucky for me, when i was community college of phila, i got a few free rides due to my mom being laid off for a day. Temple is about 12k a year, ccp was 1700(usually less). i know this is cheap, but still i should get SOME extra help for that bloody gap we fall in.......

    my friend goes to a community college herei n philly(i went to, has a most awesome transfer program. i transferred to temple, cheap cheap CHEAP :D) and he got 1500 back from the state, not fed grant but state grant. His mom is a loon(faking it) and no job,he has no job and is getting to be like his mom. he is a good student tho...it's screwed up, cause i should use the money for Temple, i mean iti s cheap but it is un fair that he gets so much money because of is low life mother! v_v...she claimed she hears voices n such v_v, and lost weight cause of the stress it gave her or some crap. I know it's bs cause i was there when she was exercising to lose the weight!! v_v...reporting her lol..

    also phila is a racist city, and i'm white. CCP is mainly minority, most which never grad or make it past 1st year semester.(ironly 48% of college students drop out)...but these ignorant minorities(not immigrants), would just come in do nothing n fail out...serious wtf. tho i did get a chuckle when i was in high/advanced courses. it was no very few minorities.

    anyways, yeah it is stupid that that happens :(
