Hospitals usually take volunteers at 15 or 16 with a parents permission.
It depends on the dental offices but I doubt they would take in a 14 year old. Just ask around or call them and ask.
You can try nursing homes, vet clinics, humane societies, since they deal in the medical area only with pets. Try charities as well or your local parish, they usually accept teens.
