Can i move my hdd into a new blank pc?

My old pc is all amd and so is the new one.

Can I just use my current drive as is with windows 7 already installed and expect it to boot for the first time? Or will it be wiped when I try to use it in the new machine?

Or do I have to use a new hdd, install windows then add my files afterward?

If the specs for the old and new one is the same (graphics, CPU, Memory, motherboard (possibly)) then it should works well. Most of the time, that's not the case and the drivers that was installed during the windows 7 setup process can't be use for the new hardware and it won't respond. I recommend you back it up and install a fresh version of windows 7 for optimized results.
