White cottony substance on water onion?

I planted a water onion in my two gallon aquarium and now I see some white cottony stuff at the base. Is this fungus? If so what should I do?

    yes it is a fungus. Remove the infected plant into another small container full of dechlorinated water for 4 weeks and remove the fungus that is there now. If there is any fungus still present on the plant after 4 weeks, dispose of the plant. If it is fungus free, add back to the main tank.
