Google is your friend of course.

However if you want to start from a particular place.

You will find plenty of discussion of the subject, although I have seen several courses on SEO I can't recommend a single one as best. You might also search for SEM courses that teach how to market SEO services to businesses.

Google has some good tutorial material for on-site optimization, you can also learn their 'rules' on the Google site.

You should subscribe to some SEO dedicated site's RSS or newsletter. Also you can join some SEO specific forums. I would prefer using SEO Chat and Digital Point Forums.
