Why isnt Steam let me join?

Last night i went on to the website to join. I entered everything correctly and agreed to the terms. I clicked the button to join. The screen moved up to me tell to verify i was a human. I enter that thing again and clicked again to join. I repeated this process about FOUR more times and at the last retry, it said it failed and to try again later. Just a few minutes i filled it out again, agreed to the terms and clicked to join. Once again the screen moved to tell me to verify i as human. I filled out that part again and clicked to join. It failed again and told to me try later. I repeated this process once more for it to tell me it failed once again. Now i am here asking the yahoo community, What the heck is going on?
