There is no such thing as a "CA Sole Proprietorship Business License".
You are a sole proprietor in California by filing your income taxes as a sole proprietorship.
If you use any name besides your full name in your business name, you need a DBA (doing business as) = this is handled by your county records department.
John Smith Photography = does not need a dba
Smitty's Photograpy, John's Photography, JS Photography = need a dba
Best Darn Photograohy = needs a dba.
Business licenses are handled by your local government. Without knowing where you are and what you do would depend if you need a business license
- I'm in a city within LA County = every company (home based, retail, EVERYTHING) is required to have a business license
- The city next to me, only certain businesses types are required to have licenses.
You may need other licenses depending on what kind of business you have. For example: anyone who has anything to do with apparel has to have a California Garment Certification which also requires a health permit in most cases.

Business licenses are usually obtained from the State and also either the City where the business is located or the County. The State of California has a website regarding business permits that is very helpful, which I've included below. I've also included a link to a free website where you can research "Business Licenses" in all of the Counties in the State. You can scroll to your specific County and City to locate any available link.
