I heard that people who bought the 3DS for 250$ will get 20 free games on the E-shop.

Yes, but unlike the 'ambassadors' you have to pay for them and have to wait a few extra days for certain games. I missed the program, but I want Mario so I will just buy it anyway!

The 10 NES games will be available September 1st, but the 10 GBA games will be released later in the year. (No firm release date for that)
And no, the games are only given to the people who bought the 3DS for $250.
