Do police cars have night vision when their car is turned off?

My friend asked me if a police car had night vision camera and does the night vision camera run when the car is off? They said they threw a cigarette out of their car at night on school grounds and then noticed the police car facing them when they did it. The car was off and the officer wasnt in it so the headlights were off, but does the police car have night vision that could see the littering and get the license plate of them as well?

no im saying the cop was somewhere else and didnt see, only the police car was facing the person who threw the cig out their window at night. therefore does the police car have night vision that could get the persons license plate who threw it.

no, that would be very unusual.. but i can see a lit butt at 300 yards or more.. not the plates.. the darker the night the more the cigarette stands out..
