unfortunately its almost impossible to make or find osx restore disks. i work at a computer shop and we were given a mac that needed to be reloaded and we were entirely out of luck. i have heard with the appropriate reasoning apple will sometimes send their customers a replacement dvd. you could try given them a call, otherwise try scouring the internet for a while, but i didn't have any luck with that. good luck

No, you need an OS X install DVD.
If you really can't find the original discs, check if the Mac has an Intel processor – if it has, you could buy OS X 10.6 (retail price $29) as an even better replacement (which is going to be cheaper than buying the old 10.5 secondhand, btw.) Whether you should choose the newest version 10.7 (Lion) depends on the hardware specs.
In the meantime, consider using a backup strategy (e.g. using Time Machine.)
