Today i had to do some more telephone enquiries. Nobody use normal english accent these days !!, it is realy hard to understand what they say. Is it that english people don't want to use normal english accent on the phone or is it that there are no more english people answering the phone?

There has never been an 'English accent in [the] uk'. There has always been individual dialects across the country, which vary depending on where you are, what the influences on the language are, etc.
Perhaps you are referring to 'Standard English', in which people shed their regional accent to make it easier to be understood. People recently may have stopped adopting this more formal tone, if people ever did so originally, however there is certainly no lack of 'English accent' these days.

i think of you will discover this works any incorrect way around too - i assume human beings might discover that non-English audio device who found out their English from a British instructor may appear British. What maximum people who learn English finally end up with is a mix of their very very own accessory and the accessory of their instructor. Being British, you do not hit upon the British factor yet, for you, an American factor stands proud like a sore thumb!

One : You associate the english accent with the whole of Britain. It is made up of four countries with different accents, you know.
Two: It has MASSIVE variation across the UK. Not everyone talks like a privately educated duke with a manor house in the country.
Three: Its not hard to understand, you're just not used to it.
