How can you tell if your computer has USB 2.0 or 1.0?

Okay well my computer is an old dell. (can't remember when i bought it) and i also bought a portable harddrive to take a lot of my pictures and videos off of it. the portable harddrive has a USB 3.0 plug which is also backward compatible with USB 2.0. the problem is that when i plug it in the installation program doesn't run, the icon for it doesn't show up on my computer and it says it has malfuntioned and windows doesnt recognize it. in all actuallity idk whats wrong with it but i think its that my computer has USB 1.0's and i cannot connect the hard drive. any help will be greatly appreciated

    Reading what you wrote you have a 1.0 usb ports similar to mines had the same problem owner of a dell dimension 2100 , went out and brought a high speed belkin usb 2.0 pci adapter and one of my friends had the same problem brought a dynex high speed usb 2.0 pci adapter from him, hook both of them up and now my usb 2.0 external drive works in both pc's,make sure you have a extra pci slot for it.

    Device manager(right click my computer, hardware, device manager) goto usb controllers if have enhanced usb controller you have usb2, if only standard 1.0 or 1.1
