good websites to create websites?

I know an 11 year old girl ( lets call her Tex ) who wants to create a website with her sister. ( lets call her Xet) They are twins in fifth grade. What a website the can go to so they can create a website? For free please, no downlaoding. Just somewhere that allows them to make a virtual world

    1and1.com.Put that in and you will be able to try out a free trial to create a website for whatever you what hope this helps!
