Why don't you use Google or the "Discover" section of Y!A (top right of your screen) and find out about Ireland, why do you want to visit a country you profess to know next to nothing about? Belfast is in Northern Ireland not the Republic of Ireland. Why not look at a map to put things in perspective as far as travelling around is concerned?
Yes the public transport is quite limited here outside of the major towns but it you want to go to Dublin & Wexford or Cork for example there will be frequent buses although they do seem to take ages to get anywhere. Ireland is not as small as it looks.
Remember Ireland is expensive, you will need to have a budget of roughly 100 Euro per day for your visit which will include accommodation, meals & travelling about. You also need to factor in the ferry or flight from where you live & any additional spending money ie sightseeing.

the bus eireann service normally run like every two hours here no matter which direction you are going in and we have the luas in dublin which runs every 7 minutes which is handy. we also have local buses that take you from town to town but they vary and you would have to ring them.
i hate public transport myself. the trick to it is have a phone with you at all times and dont be afraid to ask someone at the stop which bus they are waiting for and when it will be along. also ask the drive where the bus is going if it isnt marked on the front cause the last thing you need is to end up on the wrong side of the country.

Use the train. It is a bit confusing at first, but it gets easier. Actually, Ireland has great transportation. But then again, I live in a community that probably has the worst public transportation system EVER in the United States! Hey, the Irish Rail was clean, kept up, not leaking, not smelling like trash, and it actually showed up! All things the public transportation system where I live doesn't have!
But the damn internet connection in Ireland completely SUCKS!!

Can't give suggestions unless you tell us what your interests are. Culture? History? Beautiful Landscape? Ireland is an entire country, the transport links in larger towns and cities are better than in small towns, as would be expected. Its not a very hilly island; its a saucer shaped country.

IRELAND NOT Orland or Irland. Even in your edit you misspelled it again.
They don't have a terrible transport but its very expensive.
