1) You do not need a plan to use the internet because it's not a smartphone.
2) There is no neon 3, only 2.
3) 4 Stars - only because they raised the price on the phone :( it used to be really cheap.
There's nothing wrong with the phone; I love my neon 2. I've had it for a year and it still works great.
