    Fluorine and Iodine are obviously halogens and are non metallic.

    Gallium has a figure in the ECS of -0.5 volts. Mercury is +0.8 volts. So Gallium is the more reactive metallic entity.

    Since fluorine and iodine are both non-metals they can immediately be excluded.

    Since gallium is a poor metal, it can also be excluded.

    Therefore your best answer there is Mercury =)

    Metallic character is related to the electronegativity or electropositivity of element.

    Greater is electronegativity lesser is metallic character

    F has highest electronegativity of 4.0

    I has electronegativity = 2.66

    Hg has electronegativity = 2.0 and

    Ga has electronegativity = 1.81

    So Ga is most metallic
