In my youth I fished all over the state of Louisiana from a 14 ft flatbottom aluminum jonboat with a 6 horse evinrude. With just me, 6 gal of gas and my gear, on a dead calm day it probably went over 15 mph, maybe 17, 18. On a 12 fter it went almost as fast -- didn't seem to plane quite as easily.

A 7-10 foot boat, with less area, will float deeper in the water with the same amount of weight. It might not even get on plane, but if it does I doubt it'll go over 12mph. With 5 people aboard, apart from being seriously cramped, you'll be lucky to make 8 or 9 mph.
