They failed to meet the needs of the people because of greed. The reason for the assembly was to offer solutions to the government's financial problems but instead they could not reach an agreement because the three Estates clashed over their respective powers. It was brought to an end when many members of the Third Estate formed themselves into a National Assembly, signaling the outbreak of the French Revolution. This was in 1789.
