Magic MTG Question about attacking and "Raid Bombardment"?

If I have a "Raid Bombardment" out on the field, and I declare an attack with a 2/2 creature (Fiery Hellhound), can I tap mana to use its ability that gives it +1/+0 and still have "Raid Bombardment" deal that one damage to the defending player?

Update:

Also, can I even activate the ability after I have declared it the attacker?

    All Activated Abilities on all permanents operate at Instant Speed unless:

    1) They are Mana abilities (meaning abilities that produce mana).

    2) They are Planeswalker abilities.

    3) They specifically say so.

    Raid Bombardment triggers as soon as you declare attackers (even before either player gets priority in the Declare Attackers Step). So long as you have not buffed him before this point, it would trigger.

    The damage happens at the attack, not at the pump. Declare Attacker, if you pass priority to the defender, the damage occurs from Raid. He declares his defender, then you pump the Hound.
