Can a military spouse who owes child support go with her husband if he is stationed overseas?

I have a friend who owes child support to two different people (not her fault, everything that could go wrong has, and she hasn't been able to work for several years, which means she has no money). Her husband, whom she just married a little less than two months ago, is in the Army and has orders for Germany.

She was told by someone that she can't go, because she owes child support, and in the state of Washington it's not possible to leave the country (even for something like joining her Army husband) while owing child support. My own husband was Army, but we're not familiar with the rules regarding something like this.

Does anyone know anything about this? Is there anything I can tell her that will help her? She's willing to make payments, but apparently that's not good enough for one of the two to whom she owes child support, which is a whole other story. :(

I can add more detail if needed.

The reason she doesn't have her children is a long story. It involves a spanking, a nosy cousin who didn't talk to her before contacting CPS about the spanking, and the father of two of her kids who was constantly reporting her every move and making up lies about her (like that her kids had name-brand clothing because she was dealing drugs, not that she had a cousin who worked in an outlet store who bought the clothes for the kids. The former was a lie. The latter was the truth.). It also involves the friend being completely broken by the father of the first two children, who married another woman behind her back, after refusing to lift a finger to help her with the kids for the first four years of her oldest child's life. She should have gotten a good lawyer ages ago. Unfortunately, that costs money, which she did not have.

I'm not sure how much help JAG would be. I've used them before, and they were useless. But maybe they would be more of a help to her.

Update 2:

As for the comment that she's not telling the truth and it's none of my business, this is someone I've known for almost 20 years. I do know the whole story. She's asked me for help, because I'm her friend and I've known her forever, and because I'm familiar with the military. Those three things make it my business.

Wiesbaden is a nice area, but I'm really hoping she's able to go eventually. That way I can go back to the Rheinland-Pfalz for a visit. ;)

    she cannot get a passport as she is in arrears. as such no she may not travel OCONUS and no her new spouse's orders will NOT get changed because of her legal issues.

    this is a federal law, enacted recently. like within the last 5 years.

    JAG cannot and will not do anything as this is a civil matter

    If you do get back together, don't let the same issues that destroyed your relationship crop up again. Have a good, long talk about how you're both going to make it right this time.

    Where in Germany is her husband going? I am currently stationed here in USAG Wiesbaden, Germany with the 66th MI BDE. I could talk to the local legal people here. JAG can at least point her into the right direction to find out the correct answers.

    hmmmmm funny my ex is in Japan with his Military Spouse whom works for the Navy and he owes way past the minimum for past dues and passport revocation status. But the Navy also requested my allegations of abuse remain silent because he is (was) a soldier of the US NAVY. But go figure of course they would let him go overseas anything for our soldiers, right??????????? even if he did not re-enlist but yet married an enlisted soldier.....

    i don't think so. some countries won't allow you IN if you owe child support.

    bottom line: pay your bills. pay your obligation to your kids. if you can't afford to take care of them and feed them, dob't breed them

    I hope when they file taxes she catches up with what she owes or they could make him pay.
