can a regular car that has riverside county written on the doors. write me up for a ticket on the freeway for speeding? it was on my tail after it saw me speeding but overpassed me as it was speeding even more than i was.. there were 3 people in the car..no it wasnt like a police car or nothing just a regular looking car with the letters saying riverside county..but the licence plates on it said ca exempt.. so am i going to be getting a ticket or something?? or can i only get a ticket if a highway patrol gets me? need answers asap!!!

A CAR can't write you up for anything.  If the DRIVER has the power to issue citations, they could do so while driving their personal vehicle.  As a rule, it they plan to issue a speeding ticket, they will actually pull you over and issue the ticket on the spot.

cars cant give tickets  a police officer, sheriff chp,can but NIOT A CAR
if  you meant to say the driver -the car  you saw could have just been  county car
sometimes use for carpool which sounds like it was  or someone on county business
they might have radio to notify law enforcement
