Well its good to talk to them first because if their new or no one really wants to talk to them they'll think your a very nice person.
What i do, which is such a habit because its my personality, is be nice, sweet, be there when their in need, be a shoulder to cry on. Because you give something to get something. You'll never know what you get in return!

Try to be nice always answer in what you think might be the best offer to eat lunch with them and say maybe we can hang out. Thats how i got my friends and even found new friends. Good luck
