Why does my dog stand on my other dog?

My Chihuahua stand on my toy poodle.. they will be both standing on their fours and say my poodle growls then my Chihuahua will stand on the poodles back with her front paws and mover her head close to the poodles head. what is she doing??

    That is a chihuahuas way of showing dominace....it seems the only dog to know this, is the chi.......really

    Well, this answer may be a bit old for you but: one dog is trying to dominant the other dog and may be trying to have sex. Ask your parents please.
