The people vote for those in the lower house (house of commons) the upper house is not elected (house of Lords) and the Queen is Head Of state. Laws are debated by the elected house, then debated in the upper hose and if they are agreed on they go to the Queen to be signed into law. The Prime minister is elected by the members of the political party with the most elected members, not by the Queen.
