Sounds crazy but I'd lean toward Percy. Boldin is feast or famine usually (as we saw last year). Even last week when Flacco and the Ravens had a breakout offensive performance, it was Torrey Smith, not Boldin who had the big numbers.
Ravens are playing the Jets. it is at home so that's something, but the NYJ defense is one of the better defenses in the league, whereas Harvin and the Vikes are playing KC, arguably the worst overall team in the NFL. If there's a week to favor or lean on the Minnesota offense, it's probably this one.
On a side note, remember Harvin is still "questionable" for his illness/sickness this week. I'd make a game day decision. If it doesn't sound like Harvin is 100%, then obviously roll with Boldin.
