Because gas stations are pit stops where people need to re-stock on sh** including cigs, but you're not supposed to smoke it AT the gas station.
Gas stations also sell beer...are you supposed to chug all that beer right there in the gas station then go off driving? Noo. It's just there hopefully where people will use common sense when buying it.
Yes it does seem kinda stupid but they know shopping habits of people and what is convenient. That is how they will make money.

I know here in Canada more than the half of the price of a pack or carton of cigarettes are taxes. So while the government "outlaws" smoking they are making a killing on the taxes. So why get rid of a good thing? The government are a bunch of hypocrites!

To make money. and of course they don't want people smoking in the store. I don't know why they would prohibit smoking outside though

because you can't smoke around flammible gas. what if there was some on the ground, and you dropped your cig in it? it'd cause a huge gas fire. besides, you're just supposed to buy something and leave- that's loitering
