Does anyone know this book?

in about 4th grade (im now in 9th) i read this mermaid book i thought it was called indigo but i looked that up and something by alice hoffman keeps coming up

its about this girl whose father goes missing during a storm while out on his boat, her dog at one pint jumps in the water she goes after him and somehow finds mermids and i remember in the end kinda one of the mermaids was a singing a song her dad always used to sing to her and it gives the hint that hes a mermaid now and in the end she has to choose between the water and the land

i remember the cover having a mermaid swimming downward and it was all blue this was a great book and i would really like to know what it is

    It kind of sounds like The Tail of Emily Windsnap. I haven't read it in a while, but her father is held in a mermaid prison or something.
