Do most people that travel to China, do so as tourists or do they go for other purposes such as business?

Most of them come to China is for business purposes,and small percent just come for travel.
and some of them,they come to for travel first,after they found everything is cheaper a lot than their own countries, they would start to do business.

More and more are going as tourists but most are there for business reasons. During the Olympics most were tourists but that was only a short time.

china does have two distinctively different visas to differentiate between pure tourists and business men.
The subclass Y visa for tourists, and S visa for business men.
The world tourists organization count chinese inbound tourists by counting the number of tourists visas china issued for the past yr.
The result? 59 god damn million non-chinese nationals had visited china last yr alone as tourists, making china the 3rd largest destination for tourists just behind france and untied states. (a close rival to united states tho).
This is quite amazing, as in 10,000 yrs of human history, there has never been a single asian nation that can pull this off...

The percentage is relatively equal, visiting China for tourism and/or business related.
Shanghai being the main business hub of China. Foreign business for manufacturing
For tourism Shanghai being a world class city with strong european influence.
Beijing for the Great Wall, Chinese historical sites
Xi'an for the terracotta soldiers

Its mainly polictial leaders from the USA and Europe asking for more money to borrow.
