Heavy or labored breathing is never a good sign. You should take him to a good avian vet and have this checked out as soon as possible - today if you can! Birds hide illness too well sometimes, and unless we are extremely observant, we won't catch the subtle signs of problems until the bird can no longer hide them. Heavy breathing can be very serious, so please get him checked. :(

He may be overheated. Try keeping him indoors for a while (but still take him outside to go) and make sure he is drinking plenty of water. If you live in a hot place, such as the desert, don't let him go outside for a long time. If you do, however, make sure water is always around and put out a bowl outside. Make sure he has a shady area to relax and escape the hot sun. If the heavy breathing continues, go see a vet. Also, just know dogs breathe kind of weird, so it may just be a minor thing. Just be careful because I know a guy who's dog died from the heat ): Good luck

I'm looking at mine right this moment. She takes DEEP breaths, but slowly. If yours is panting she may be overheated. Or she might be distressed. Something is not right. I'm no expert, just spend day and night with my own. Call a vet, of course. Simple antibiotic may be the answer. Get help.

Try calming the bird down, he could have been scared of something.
Heavy breathing is serious and could be a lot of things wrong. I would take the bird to a avian vet as soon as possible.

That does not sound normal. Did something scare him? Is there any fumes from anything? Did he swallow something he should not have? Is it really hot where he is? I would watch him to see if he calms down but just give him 5 Min's or so. Then I would get him to Avian vet if not as something is very wrong. Good luck
