You can use a program like Dreamweaver to create a website. You can get a free trial on Adobe's website. You may need some knowledge of HTML coding.

Learn HTML, CSS and Javascript. Install a webserver of your choice. You can use visual studio to make the site. Register for a free sub-domain. Your website is ready.

Learn basic HTML + CSS and you should be sweet. You can use notepad or Dreamweaver for the coding :).
