I need a cell phone jamming device or GSM, CDMA, DCS, PHS, 3G signal Isolation system.?

I have purchased several and they all fail to block the Cell's signal from more than a meter away if that far away.

I need something that works from home, office or the car with out the need to be turned off.

The range is the most important detail I need to be sure that it works for at least 20 meters.

Size is next, I do not plain too wear it but I do not want to carry a briefcase

Is this legal to use? It's not going to be used to play tricks.

Can anyone tell me anything about it or where to ask?
