It's not a regular guitar - it's a National style, steel body resonator guitar: http://en.wikipedia.org/wiki/Resonator_guitar
This one here seems to be a round neck one, designed to be played/picked like a regular guitar. You also have square neck ones where the strings are raised much further from the fretboard. These are designed to be played like a lapsteel - flat with a slide steel.
There are a number of makers and models of this type of instrument, so it's not possible to say exactly what this is.
