garnishing your paycheck? that sounds like a private loan which has been taken to court and a judgment has been rendered to withhold from your wages
if this is a gov't backed loan, it will be offset with any refund you have coming

Kiss any tax refunds goodbye until the loan is paid in full or brought back to current status.
