BOY TROUBLE? He's confused me so much and I don't know whether to give up.(LONG)?

I've been talking to this boy for 5weeks today. He goes to my school in the year above and we usually send '<3's with about 100ish hearts on the end (maybe more) We have always been really flirty and for the first couple weeks we never met. Then we met 2weeks ago and we were together for ages just talking. That week we met every single day for a week except the Wednesday and including the following Monday and the shortest time we spent together was an hour. We kissed on the Friday and so we did all the times following that. Everything was going really well, he constantly said how he would do anything to meet me. He waited for ages for me when he thought we were meeting and then he came to my house but I'd already left. He made me meet him in town just to see me and offered me to be with him for the carnival but I wanted to go home. He met me the next day even though he was really hungover and he met me the day after that for a couple hours. Then on Wednesday he heard an untrue rumour about me and it went downhill from there. I told him to trust me it didn't happen it was a lie (that's the truth) and he said he did trust me then everything was normal again. We arranged to meet the next day and he 'forgot' about it and never met me. Then the following day (last Friday) he tells me he doesn't want a relationship with anyone even though he'd been saying things and asking me things that gave me the impression he did. We had a huge argument (not because of this) and it seemed to sort itself out. He said he'd found what he was looking for (me) but he wasn't ready for it yet or something/: then I was away for the weekend so we arranged to meet on Tuesday. When Tuesday came he said his hair was messed up and he was having it cut the next day can we meet then instead, so I say okay. The next day happens and I hear nothing from him all day until about 9pm saying he was at his dad's with no internet. (We mail each other because his phone is broken.) He kept twisting my words making me sound really bitter and saying things like 'I wouldn't arrange to meet you if there was something wrong would I?' and he said 'You think I'm the kinda guy who would ignore you for a whole day for no reason?' I don't know what to do?! This is the 3rd time he's had some excuse and he was with a friend the night before he said he was at his dads plus his dad always has internet so I think he's lying. I've never had a problem with him before, but suddenly he's gone from constantly wanting to see me and doing anything to, to not even bothering. I don't know what to do? I don't want to stop talking to him but I don't want to keep getting hurt. I really really like him, and he used to say he really liked me and just used to say really lovely things. I feel like all of that's gone...should I give up on him? Thanks!!
