how was flooding stopped in the past, (thailand flooding)?

currently thailand is facing a lot of problems. money lost, epidemic from the polluting water, even uncaged alligators out there, but the one thing i dnt seem to find is any management solutions into clearing out the flooding. the last time I heard, which was about 2 hrs ago, is that chao praya river dam is about to break, and the river is thailand biggest river. so any thoughts? like how was the flooding stopped in seoul.

    There are many historical methods of living and surviving in flood-prone areas. Some cultures built homes on stilts, some preserved the wetlands and mangroves that absorb floodwaters and surges in their hollow plants and maze-like structures. Some built things like levees and breakwaters and some just left for the flood season. Some built emergency spill-over areas. Some just chose (by neglect) to suffer through the occassional flood.

    There are also new methods. Cloud-seeding is when you add particulates to clouds to help speed up the formation of water droplets. If you do this before the clouds get to an already flooded area, or spread out the activity, you can spread out the rain and disperse the water evenly and more safely. This is still a bit experimental and expensive, but it is my understanding that we can already do this.
