It depends on the jurisdictions.
In some jurisdictions child abuse never prescribe.
In other jurisdictions the victim has a limited amount of time since the date she turns 18 (for example it could be 10 years.)
The immigration status is irrelevant for the child abuse case.

If what you're saying is true, a crime has been committed. However, if the man is helping to support the children and he goes to jail, that will only hurt the children. Think about that before you proceed further.
