Others will be able to see you better vs. how well you see others. It's a good but not great bicycle headlight. Better ones would be the Blaze one watt or two watt headlight. Links below.

i doubt it
they all have 'speed limits' though
i;d guess this one;s is about 7-10 mph
depends on how dark the road is, and your tolerance for risk
i wouldn;t pay $30 for it when you can get a real one from dealextreme.com
search for ss7 and bring about $40
