When people use the Exclamation mark in not proper usage?

for example If someone Asked a Question like " what accent would you have if you could have any one " ? and someone Goes British and puts the Exclamation mark his that like they hinting that they are already British , without using the exclamation mark it's just like answering the question normally,you know i would have a British one, but when putting the exclamation mark do u think that's hinting , so my question is when not using the exclamation mark in proper usage and use it like in humor do people use it as hinting
