I have a fibre optic connection with a download speed of 30Mbps
I found that out here http://speedtest.net/
When I look on steam it says 1.7Mbps

There are 8 Bits in 1 Byte. 30 (your internet speed) divided by 8 (the number of bits in a byte) equals 3.75. 3.75 MegaBytes is your maximum download speed. So while you could be going a little faster, you cannot be under the assumption that you're going to get 30 MBps. 1.7 MBps down is certainly a good speed.

My Steam download speed is below 300kb/s.
