When drawing the Lewis Electron Dot Diagram, does it matter where the dots are?

Our teacher told us to make sure that there is at least one dot on each side before putting two dots. But does it matter what side the two dots go on?

Start at the top and then work your way around the element clock-wise. Once you begin double up, if you have 5 just continue, if you have 6 place the two doubles opposite of each other, if you have 7 continue as in 5, and if you have 8 just fill the remaining space.

Yes you must start at the top then work clockwise until the number of valence electrons is reached. Make sure to only place one at a time until you have four, then add the second dot.

How do you know where to put the dots on just one element?
