Is it legal to put a floating lantern into the ocean off of the Virginia Coast?

The lanterns are made of rice paper and the candles are wax only. Is this legal?

    yes its legal I dont think anyone would bust you for it

    Big corporation put way worse stuff in the ocean and they seem to get away with it, so i don't see why you shouldn't for a floating lantern.
