I install tires on a daily basis as my job and I see the wear and tear on different tires every day. From my experience I've noticed that 99% of blowouts just happen to be Cooper tires so I'd stay away from Cooper tires. I personally like Goodyear, BF Goodrich, and Uniroyal tires. Also, keep in mind that your tires will only last as long as you make them last. If a tire has a 45,000 mile prorated warranty...that doesn't mean the tires are expected to last only 45,000 miles. They can last 7,000 or 60,000 miles, depending whether you take care of them by getting your wheels aligned and setting them to the proper tire pressure as it's stated on the inside of your driver door. Over inflating and under inflating will cause severe wear. I do preventive maintenance on my Jeep once a week, including checking my tire pressure, oil and fluid levels, greasing my fittings, etc. It's amazing to me how unaware people are of the condition of their own car.

There is no best brand or brands. Ever top rated brands much as Michelin, Bridgestone and Goodyear, make some moderate to low quality models. In turn, some of the perhaps lesser known brands, such as Kumho, Hankook, Yokohama and General, make some outstanding tires.
Go to a tire site, such as tirerack.com, to see what is available for the specific year, make and model of your car. You can see what is available in you tire size and how each tire is rated and reviewed. Yes, there are a lot of factors to consider (type of driving, what part of the country you live in, etc.) but tirerack can let you see what are the better choices and how much you should look to pay. Good luck!

No such thing as one single best. Many tire manufacturers make excellent tires. It is all a matter of what you need for what kind of vehicle and what you are willing to spend as each is better at some things than others.

Totally depends on the car, where ya live and the kind of driving ya do. I have a Silverado and I like Michelin LTX MS. They last for 50K miles. I also like Bridgestones!
