If you mean ice floating in the ocean, this is frozen sea water, which because of the dissolved ion content freezes at around -1.8°C, rather than 0°C for pure water.
Ice in a refrigerator is frozen water (either water you have placed in it, which, if you have used tap water is approximately pure water - there will be small amounts of dissolved ions, but its a minor content, or water that has condensed from the air on the inside of your freezer compartment. Again, this will be pure water).
